Crystal Philcox is assistant commissioner of the Office of Travel, Transportation and
Logistics (TTL). In this role, she leads a full-service vehicle leasing program as well as
services and acquisition solutions for governmentwide fleets, air travel, hotel and rental
vehicles, freight, employee relocation, and emergency acquisition programs.
The Fleet program purchases nearly 50,000 vehicles annually to help agencies meet
their missions. GSA’s leased fleet consists of over 227,000 non-tactical vehicles that
service more than 80 federal organizations. The ~$7 billion Travel and Transportation
program maintains four governmentwide Best-in-Class (BIC) contract solutions,
including the popular City Pair air travel program and a governmentwide lodging
contract. Smart buying in these programs creates over $1 billion annually in cost
avoidance for the government. The Emergency Management program works closely
with FEMA during declared emergencies, leveraging established contracts and
agreements for emergency purchasing.
Before moving to the Office of Travel, Transportation and Logistics, Crystal held
leadership positions in the Office of Enterprise Strategy Management, the Information
Technology Category, and the Technology Transformation Service at GSA. Before
GSA, Philcox held various leadership roles at the Internal Revenue Service (IRS),
including in the Earned Income Tax Credit program, the Health Coverage Tax Credit
program, the Compliance Data Analytics office, Tax Forms and Publications, and IRS's
Affordable Care Act program office. She left in FY 2017 after three years as IRS’s Chief
of Staff.
Philcox has a Bachelor of Arts in English literature from the University of Texas and an
M.A. in English literature from George Mason University. She has a master’s certificate
in project management from The George Washington University. She lives in Oakton,
VA with her husband and has two daughters.
