Experts Profile
Kelsey Owens is a senior electric vehicle (EV) policy advisor and environmental
protection specialist for the U.S. Department of Transportation (DOT), Office of the
Secretary of Transportation, Office of Policy, where she develops policy and guidance
for a broad range of transportation electrification and environmental topics.
Kelsey holds a Master of Public Affairs and a Master of Science in environmental
science from the School of Public and Environmental Affairs at Indiana University. She
also holds a Bachelor of Arts from Indiana University, where she majored in
anthropology, African studies, and political science. Prior to
coming to DOT, she served as an environmental protection specialist at the U.S.
Department of Agriculture, Rural Development.
